Job Developer - Oakland
POSITION: JOB DEVELOPER

SUMMARY: The Job Developer is responsible for supporting clients to gain work place skills and find gainful employment. This includes supporting clients to enroll in ESL classes, developing work experience placements, and finding appropriate job placements. The Job Developer works with other Catholic Charities of the East Bay (CCEB) staff, and/or social service agency staff, to help clients develop and complete short- and long-term employment and vocational plans. A thorough knowledge of barriers affecting the hard-to-place population, CalWORKs and Welfare-to-Work clients, and challenges affecting those who are refugees & immigrants as well as the working poor is required. Bilingual fluency in one of the refugee languages is preferred.
RESPONSIBILITIES:
Assessment and Planning
- Conduct outreach and recruitment efforts to identify and enroll eligible clients
- Assess clients to develop practical short- and long-term employment and vocational goals that lead to long-term economic self-sufficiency.
- Devise strategies for overcoming multiple barriers to employment.
- Monitor progress and compliance with training plans by clients.
- Set up and maintain client case files.
Client Support
- Provide one-on-one motivational counseling that will prepare clients overcome obstacles to entering the workforce.
- Support clients so that they are best able to make adequate progress in their individual employment/vocational plans.
- Identify avenues for advancement within specific fields, and assist clients to develop plans for their personal advancement
Employment Services
- Establish and build relationships with local employers who will provide jobs and work experience for clients.
- Negotiate, implement, and monitor work experience contracts between employers and our clients.
- Mediate client-employer communication difficulties or impediments to adequate client job performance due to cultural or linguistic barriers.
- Respond to requests for information and referral from individuals coming to Refuge Employment Services.
QUALIFICATIONS:
- Associate’s degree or equivalent.
- Minimum of two years work experience related to this field.
- Knowledge of job development and vocational training services for individuals with multiple cultural and employment barriers.
- Excellent verbal and written communication skills in English is required.
- Excellent team player with excellent interpersonal and organization skills.
- Ability to work well under pressure and deliver results.
- Proficiency in Microsoft Word and Excel sufficient to collect and track data, create and generate reports, utilize email and the internet.
- Valid California driver’s license, current vehicle insurance, and vehicle for transporting clients to/from employers’ locations for job development activities (reimbursement provided per IRS rate).
ACCOUNTABILITY: Reports to Director of Refugee Services
SALARY and CLASSIFICATION: Nonexempt part-time position of up to 25 hours per week. Pay range is $19.00/hour to $20.75/hour base pay, depending on experience.
BENEFITS: Positions of 25 or more hours per week are eligible for benefits, which include vacation and sick leave (prorated based on hours worked), paid holidays, group medical, dental and vision benefits, retirement plan, life insurance and disability, and enrollment in the Employee Assistance Plan.
